Graco resisted the recall, and suggested the issues were a result of children spilling food and liquid on the buckles. Federal regulators believe the problem was foreseeable and the recall was necessary. The safety agency concluded, after a review of documents provided by Graco, the company was aware of the issues as early as 2009 and by 2012 the company had taken measures to address the problem, but had not recalled the defective car seats.
